ROCHESTER, N.Y. - Rochester Regional Health is recognizing two of its senior leaders following their inclusion on Becker’s Hospital Review’s 2026 list of “146 Rural Hospital and Health System Presidents and CEOs to Know”, underscoring the organization’s commitment to expanding access and strengthening care across the communities it serves.
Jill Graziano, BSN, RN, President and Chief Operating Officer of United Memorial Medical Center and Unity Hospital, and Donna McGregor, President of Rochester Regional Health’s St. Lawrence Region, were both named to the national list, which honors leaders addressing access challenges, workforce pressures and long-term sustainability across rural and community settings.

Rochester Regional Health is among a select group of health systems with multiple leaders recognized on this year’s list, reflecting the strength of its integrated, regionally aligned model.
The system serves communities across the Finger Lakes and the North Country, where geographic distance, shifting population needs and workforce realities continue to reshape care delivery. By connecting community-based services to systemwide clinical expertise, specialty care and digital capabilities, Rochester Regional Health is advancing a model that supports access across a range of settings, from local sites to higher levels of care when needed.
As President of the St. Lawrence Region, McGregor oversees Canton-Potsdam Hospital, Gouverneur Hospital and Massena Hospital, including critical access facilities that serve as essential points of care across northern New York. Her leadership focuses on strengthening access, supporting workforce development and aligning services with the needs of the communities the region serves.
Graziano serves as President and COO of United Memorial Medical Center in Batavia and Unity Hospital in Rochester, helping to align community-based and acute care. Her work focuses on operational performance, access and coordination across settings. A registered nurse by training, she brings a clinical perspective that keeps care grounded in the patient experience.
Together, their leadership reflects a broader commitment to ensuring care continues to meet patients where they are both today and in the future.
